Forward-looking Infrastructure Plan for Water Quality Improvement of Critical Stations

Taiwan’s Environmental Protection Administration is aggressively implementing measures to reduce pollution in bodies of water as well as improving water quality in rivers across the nation for the 2021 goal of zero severely-polluted stations in compliance with the Ministry of Economic Affairs’ Forward-looking Infrastructure Development Program. This project targeted 16 critical water quality stations for improvement and pollution reduction by implementing inspections at critically polluted rivers, drawing a pollution map, and completing pollution source analysis for areas upstream of critical water quality stations to grasp the level of pollution emissions in rivers and setting reduction targets for all stations; improvement measures and suggestions are proposed for current remediation efforts that have been insufficient. Additionally, 3 critical rivers (Nankan River, Jishui River, and Agongdian River) were selected according to pollution characteristics for setting up WASP water quality models to conduct water quality simulation prediction for target years and review the effectiveness of pollution reduction. Furthermore, the promotion of pollution reduction at critical water quality stations is also being simultaneously targeted towards livestock, industrial and domestic wastewater by providing specific quantifiable reduction targets for each aspect. In terms of reducing livestock wastewater, 2 locations were selected as demonstration sites for treatment of animal excreta for recycled use(30 inspections), agricultural and livestock matchmaking(5 inspections), counseling wastewater management plan(30 inspections), as well as inspection and sampling(40 inspections); in terms of reducing industrial wastewater, local cross-agency coordination meetings were held for the first time to complete industrial pollution reduction negotiations for 2 industrial areas and 16 individual businesses as well as holding discussions in 5 meetings; in terms of reducing domestic wastewater, sewer systems in catchment areas located around critical water quality stations were identified and suggested as targets for priority take-over or processing. The project coordinated with the Construction and Planning Agency of Minister of the Interior and local governments to review and analyze the operation of current processing facilities in 28 locations before selecting 2 sites for conducting performance assessment and completing suggestions for an additional closure station at 1 location. Water quality assessment and tracking will continue to be implemented across the nation’s rivers in compliance with water quality targets to grasp changes at critical water quality stations and review pollution reduction statuses. Pollution reduction measures for critical water quality stations will be provided to local governments for increased execution in order to meet annual pollution reduction targets and evade predictions of severe pollution.
